Chief Procurement Officer Deputy

Akiem runs a comprehensive, certified Entity in Charge of Maintenance (ECM) industrial ecosystem built around a pan-European network of workshops and extensive inventories of spare parts for the maintenance of the rolling stock supplied to its customers.
General Missions
The Purchasing Department acts as an internal service provider for the various business units across Europe. The purchasing function is a strategic department within the Akiem Group, managing several hundred million euros in both OPEX and CAPEX annually. The effectiveness of the purchasing function is a key factor in ensuring the quality and performance of services delivered to clients.
In close collaboration with the various entities of the group, the CPO deputy supports the purchasing activities as follow:
Accompany the CPO with developing and monitoring a culture of performance and efficiency – In this context will be accountable challenging Purchasing Processes and Provider Account portfolio management leader
Re Design existing group procurement processes, including team portfolio allocation, procurement standards and performance measurement
Oversee the annual internal processes control campaigns and action plans
Settle and challenges procurement data governance to ensure accurate reporting, procurement performance and leaner processes – Promote digital initiative
Monitor the proper qualification of strategic and critical suppliers (in coordination with the team member responsible for execution)
Oversee the Process Kpi monitoring with the purchasing team
Involved in major procurement projects requesting high seniority (fleet procurement, Maintenance facility acquisition/building, Major Maintenance frame agreement)
Contract management (Contract compliance and action plans, KPIs, deadlines, supplier performance, etc.)
Management of new tenders :
Drafting of the functional and technical specifications in collaboration with the technical and commercial departments
Preparation of the weighted scoring grid
Sourcing and qualification of suppliers according to group processes
Negotiation and contract finalization in coordination with the internal client, legal department, and technical department
Governance: drafting strategic notes for top management
Profile and Experience
A Master’s degree in purchasing or a similar field is preferred, along with at least 15 years of experience in the industry in purchasing management roles.

The position will report directly to the Group Purchasing Director.
This role will be based at Akiem’s offices in St Ouen, with regular travel throughout Europe.
